Ah well, at least he took the trouble to reply and justify himself. I personally wouldn't pay those prices and would feel like I'd ripped someone off if I sold at that price. But eBay is a buyer's market and if someone is well off or mug enough to pay it, as the guy says, its their choice.
I suspect his strategy will be to keep relisting until eventually some poor sod comes along and buys. One purchase will easily cover all the listing fees and his initial outlay.
Let's not forget eBay though - they aren't adverse to a bit of ripping off themselves. They charge an initial listing fee, then a percentage of what your item sells for, and if you use Paypal (their subsiduary company) you'll be charged a fee again. All this plus the Luxemborg VAT. It all adds up.
