If I had my way I'd ensure that all characters other than a select 5 or 6 would be relegated to background non-speaking roles.

If I wanted to do other characters I'd open up a separate mini that feeds into main continuity, much like Stormbringer.

I think the way they've paced it in Spotlight Hardhead is about right, it keeps the whole cast busy, but concentrates the story on the two major characters. It's a good compromise between the original spotlights and the character-heavy-mush of devastation. Actually, that said, i think Spotlight Shockwave got it right from the outset.
