Leaving aside the fact that they should have been, was there any hope for a toyline that even the promotional media portrayed as being fatally flawed?
When Grimlock pumped the Autobots full of Nucleon, he was constantly warned he'd pay a 'terrible price'. Although Grimmers was shown to be supremely powerful as he slaughtered the 'Demons', his Dinobot colleagues were horrified he had no super-swish new alt mode.
Throw in the annual story 'Another Time and Place' where old Optimus mopes forlornly at being unable to transform, whilst Grimlock sullenly blames himself for the depression of his Dinobots, and were the Action Masters cast straight away in an unfavourable light they couldn't hope to recover from?
After all, there were no stories on their new partners (Blaster mentioned his jetpack in the letters page, in passing, but never acted upon the suggestion that he may introduce him at some point). Only Krok featured as one of the 'new' characters. What hope of selling these when the comic itself portrayed them as broken Transformers desperate to be fixed?
For the record, though, I never liked them anyway.

Good points all. Personally, though, I rather liked them - they were rather collectable and allowed me to pick up figures of characters I never thought I'd get in any other way (notably Blaster and Shockwave).

Ah yes, but were they great figures? Definitely not.
That said, I still own 11 of the critters, including Axer (with a larger cycle) and MOSC Kick-Off.

Basically, they have very limited posability. The arms can move up and down, the legs can go up or sideways, and the knees can bend. Not too sure about the head movement.
They're partners or vehicles are the ones doing the transforming - either in a weapon they can hold (for the carded figures) or in some kind of attack vehicle / base (for the boxed figures).

I'm actually a fan of the action masters, ok so they were pointless but I liked the vehicles.

IDW seem to have continued the complete disregard for the action masters by just offing the decepticon ones in Revelation. Which is a shame, because i thought they might have been nice and invented alt modes for them, although only because i always wondered what Banzai-tron transformed into.

I like the figures.
The lack of transforming is bad, but most of them* are in scale with each other. That's good.
*(No Devastator comments, thank you. :P )

i had bumble bee when i was kid he was an excellent figure [even though his legs kept popping off]but it annoyed me that he would not transform

Ah yes, great scale.
Even though in the cartoons Snarl was larger than most other Transformers, including Optimus Prime and Megatron, he was still just as large as those two. And Bumblebee, for that matter.
So no, they are definitely not in scale with each other. How could they be? They're all the same size!

The same can be said for the original G1 figures. Did the cartoon show Blaster to be twice the size of Soundwave? Shockwave twice the size of Megatron? Was Prime's semi form as large as an F-14? Did Megatron turn into a gun the size of a semi? ...Is Rumble blue?

I never said as much. I've still have to meet the first TF toy line with all figures in perfect scale.
Of course Armada and Cybertron were the worst with Unicron and Primus. They're about half Fort Max' size, and they're supposed to be friggin' planets.
