Ok so i'm a big comic fan but I don't buy Transfomers comics(other than the
reign of starscream), this I plan to change but I have no idea where to start
or what stories are any good.
What comic is closest to G1 and G2, what are the best stories and what
stories centre around starscream?

Closest to G1 would be IDW's G1-revisited line. What you want to read is:
Infiltration Spotlights Vol 1 Stormbringer Spotlights Vol 2 Escalation Devastation
Ideally in something resembling that order.

All of which have been reissued by Titan. Well at least the US stories; I don't know if any of the UK stories are still missing after the last 5 pocket books.
If you like Starscream, you'll definitely like the Underbase saga.

Or get hold of the dreamwave g1 stuff, that was lovely until they started fudging up the plot and stopped paying their bills.

Starscream features quite prominently toward the end of both the Infiltration and Devastation series - though he doesn't appear at all during Escalation. You'd think he'd have had a Spotlight by now, but then again, having a whole miniseries devoted to him more than compensates for that!

Not many, just some of the earliest ones, the Action Force crossover and a few stories from the annuals.
IMO, the best reading order for IDW is...
- Infiltration
- Stormbringer
- Spotlight V1
- Escalation
- Spotlight V2
- Devastation
- Spotlight V3 (not collected yet, though)

The Titan UK stuff is all good - Target:2006, Fallen Angel, Legacy Of Unicron, Space Pirates and Time Wars are all excellent. There are all out of print now though and Time Wars is incredibly hard to find. I think IDW are collecting all the UK stuff again, so I'd look out for those.
The entire 12 issue run of TF:G2 is definately worth picking up. The two books that crompise the story Dark Designs & Rage In Heaven are readily available from Amazon for half their original price.
The Dreamwave stuff...hmm. First volume of War Within, yes. Micromasters - avoid. Not only is it very long winded and waffly, but Alex Milne's balloon-like TFs struggle to make it easy to tell whats going on.
Both the initial Dreamwave G1 mini-series are okay. The second volume is better written, but lacks a decent conclusion as it was decided late on that this would set up the ongoing DW run (which came to a premature end).
Furman's run on Armada and Energon are a little disappointing, and it feels like he's writing on autopilot and has very little invested in these newer characters. If you must, I'd go for Energon - you wont have missed much by not picking up the preceding Armada tales.
As for IDW, well the initial books outlined by other posters are all worth getting for entry level reading, turning familiar concepts on their heads and offering a nice twist on TF mythos. The current stuff isn't quite on a par with these earlier books - something's going on at IDW and its clearly affecting Mr Furman who's chucking loads of ideas into every story now. Maybe I'm being a bit harrsh though. The IDW stuff tends to work a lot better when its collected and you can properly see what's been going on.
